The City of Chicago Medium Grant Application must be submitted to request funding between $300,001 and $5,000,000, from the Department of Planning & Development, for real estate development and construction (capital) projects.

The City of Chicago Large Grant Application must be submitted to request funding in excess of $5,000,000, from the Department of Planning & Development, for real estate development and construction (capital) projects.
Those seeking a Cook County Property Tax Incentive must complete and submit a separate application.
Those seeking a Cook County Property Tax Incentive (Classes: 6b, 7a, 7b, 7c, 7d and C) must complete and submit this application to receive an ordinance of support from the Chicago City Council.
Applicants must also submit a completed Cook County Property Tax Application, along with the City's ordinance of support, to the Cook County Assessor, for final incentive approval and authorization.
Workforce Solutions Program Grant Application 2025:
The Workforce Solutions grant is an economic development program overseen by the Small Business Development (SBD) Bureau within the City of Chicago's Department of Planning & Development (DPD). The program subsidizes eligible businesses within Chicago's Small Business community who are interested in training and upskilling their employees.
The program is administered in partnership with Employment & Employer Services (E&ES), who serves as the Program Administrator (PA). E&ES staff facilitates the day-to-day operations of the program, which includes but is not limited to, reviewing applications to determine program participant eligibility, the providing of technical assistance, and the disbursing of City funds at the point of project completion.
Workforce Solutions grants cover qualified trainings, including on-the-job (OJT) training, leadership development, technology skills, workplace safety and more. This grant is a REIMBURSEMENT for up to 100% of eligible project costs. The maximum grant assistance is up to $250,000. The primary funding source for the program is derived from qualifying Tax Increment Financing (TIF) districts and/or proceeds from the City's Housing and Economic Development (HED) Bond. The grant does not have to be repaid.
As part of our Soft Launch beginning on May 15, please note that only businesses located within the following TIF districts are eligible to apply:
- 105th/Vincennes
- 53rd Street
- 79th Street/Southwest Highway
- Humboldt Park Commercial
- Michigan/Cermak
- River West
- Wilson Yard
*Please note that applications submitted before the citywide launch by businesses located outside the listed TIF districts will not be considered.
